Why does the car stall out when I try to put it in drive

The car starts fine but when I go to shift to drive or reverse it stalls out. I have to lightly keep foot on gas while stepping on break while shifting to keep from stalling out. After I get it gear it is fine. What could the problem be?

Could be the idle air control valave that is not stepping up the idle when you go into gear. The throttle body base should be 500 rpm in park with the valve disconnected. The computer controls the valve from there.
