WHAT IS THE PROBLEM WITH MY TRUCK SPUTTERING AT 3000 RPM?

My 2003 ford ranger with 3.0 V6 will not rev higher than 3000rpm in park. When driving it sputters at 3000rpm. It feels like its not getting fuel or maybe transmission. Not sure.

Check the basics first like plugs, wires. Then have the cat converter checked for being clogged.

Thank you for your response. I did change the plugs and wires. No fix. Is checking for a clogged catalytic converter something I could do? I trying not to have to put it in the shop and spend alot of money. Do you think maybe it could be the coil pack?

The 2003 Ford Rangers have a rev limitor/Governor at 3000 rpms and a speed governor at 92 mph.
