But the compressor cycles on and off on the low pressure control. How do I diagnose the problem? Static pressure is 70 psi

It starts at 30-45 OSI and when the clutch engages it drops to 10 OSI and cuts off. I am doing a pressure test with nitrogen 110 pounds and it seems to be holding. I would like to know how I can trouble shoot this further - a restriction or some type of metering control device that allows refrigerant to go to the compressor. There's nothing in my chilton manual that will help answer my question. Thanks.
