Traction off alignment and back wheel locked

Went to go in reverse and the traction active light came on and then back drivers side wheel locked up and wouldn't move. Turned off Traction control but still won't unlock wheel

Parking brake malfunction? Got me man, unless you can tell me more. Maybe you forgot to feed the meter and you got booted? Maybe someone stashed thier gun in your wheel? Pull the wheel off, have a looksy.
