Fan works when air is on, but not by itself?

What do you mean freeze up? What fan are you referring to?

You probably have a bad low pressure cutoff switch-in the engine compartment on system line. Your compressor is not cycling off to keep pressure from dropping to low and attracting to much moisture.

Also if yours has the variable displacement compressor that can go bad by not changing/varying it's output to match conditions. Default being max output.

Was anything done to system prior to this happening? The whole system should be checked over. And are you saying with air off and sufficient time for ice to melt inside and out that the fan does not work at all or does not blow any air out though you can hear it run?

If the blower is not working, then it would be normal to see icing on the pipes. The blower has to be working.
