I believe the lower heat shield cover fell off. Is it necessary?

Hello there. My girlfriend drives a 2003 Acura 3.2 TL. I believe the lower heat shield [cover] has rusted and fallen off (looks like it is part number 18181-P0G-A00; metal casing with slight venting). Does this actually need to be replaced, or can the car survive without it? I looks like the bolt holes have just rusted through.

It's there solely as a fire retarder. Like if you drove over tall dry grass or some flammable liquid splashed onto it. Both pretty rare events. And still no guarantee of a fire. Does not effect vehicle performance or reliability.
