Lower 2 brake lights not working, not bulb and not fuse below steering wheel. What could be the problem?

Been told it could be the brake pedal switch but the third brake light still works

It cannot be the fuses or switch if the third brake light is working.

Our database does not have any information for your vehicle so I do not have the wiring schermatic.

Ground one end of a test lamp and probe the other end to the brake bulb socket and get a helper to depress the brake pedal. If battery voltage is not available, you need to check the wiring connection between the brake switch and bulb. How did you check the bulbs?
