2002 Toyota Solara rough idle + performance loss

2002 Toyota solara 4cyl (2az-fe) engine series. It idles rough around 600 warmed up, with no load. And causing vibrations at idle and in drive at a stop. Also feels like its lacking performance. I changed the spark plugs during which I tested the ign coils and 1, 2, 3 were 23ohm but cyl 4 was 30.02ohm. Is this the culprit? Been having trouble for awhile now I am desperate

Scan for codes and check fuelpressure with a gauge first autoparts rent it.

No dtc's, fuel psi is 47 at the rail

Clean throttle plate on both sides with choke cleaner and iac hole and check for a vacuum leak.
