Vehicle is making a loud whistling sound when putting car in reverse

I have a 2002 Toyota Sequoia that is making a very loud hollow whistling sound when I put the car only in reverse. I have just changed out the front and rear brake pads. Did not fix the problem. Can anyone give me an idea what this sound might be or what I can have checked.

Dpoes bvehicle need to be moving? If yes lightly apply parking brake noise change?

When I have vehicle in reverse and the sound starts, it does not stop when I apply brakes.
