Ignition lock tumbler replacement instructions

This car has sat for about 6 months due to being away for work. I am now trying to get the car started again. I've already replaced the battery and prior to not driving it I was having ignition lock cylinder issues. I have also replaced that part. When I installed the new lock cylinder the illumination ring that fits over the cylinder would not fit unless I removed the inner ring that contained two wires that attached somewhere behind the dash. I am still unable to start the car and was wondering if this inner ring has anything to do with it. Any help would be greatly appreciated.

If you got a couple pictures of what you are dealing with, I am sure we can figure this out.

However, I suspect you have something not fully seated or not in the correct order.

I am including the process below on how to disassemble and inspect the ignition to see if you are missing something.
