Heater blower

My heater blower on 2002 Sunfire only works on high. Changed 30A fuse twice under hood and also changed blower resistor. What else could it be?

In the diagram, do you see blower resistor terminals A B C D, those are grounds. Maybe a problem with havc control assembly. That assembly controls ground for different speeds.
