The will only back out half a turn all four of them

Soak them down with some gum cutter or penetrating oil and just keep working them back and forth until they loosen up. Once you get them out, double check if they are the correct plugs because if the thread was too long and extended into the combustion chamber, it will build up carbon on the threads.
