2002 Hyundai Elantra Could Front Brake Rotors Bad Immediately After Tire

How could front brake rotors go bad immediately after a tire rotation? Steering wheel shakes when brakes applied. Steering wheel never vibrated prior to removal of tires.

If the wheel lugs were overtightened (such as when an impact wrench is used and applies too much torque to the lugs) this could warp the rotor causing the
vibration when the brakes are applied.
