Won't idle, must keep foot on the gas

We have a 2002 honda accord, H23A1 engine, 2.3 liter single overhead cam, sohc vtec. It wont idle, have to floor gas pedal to start, have to use brake and gas at a stop or it will die. If no gas is applied it will automatically die

Check and test the idle speed controller, EGR and PCV valves and throttle position sensor-
