I've installed a new rear wheel cylinder, new shoes, and drum. The only way I can get new drum on is to disconnect the emergency brake cable.

The passenger side went on w/ no problems. I was told to loosen the emergency brake cable from within the car. This did not alleviate the problem.

By park brake lever, do you mean from inside the car? If so, I replied before your answer that this didn't work.

You probably have a froze cable. You may be able to free it or have to replace it.

Can you explain how to free one? Will this be something really expensive to take to a garage?

Well I have used vicegrips pliers to grab cable and pull on it or hit on grips with hammer while pulling or just remove cable from vehicle to work on it or replace it. But no I would not expect this to be expensive.
