Fiat Doblo van revs keep going up and down

I have a fiat doblo 1.9 diesel non turbo, on 02 reg. The revs keep going up and down, and the engine management come on. And stop. The vacuum hose are all ok, also my blower don't work and I find a leak of the heater hose to. Can you help? Thanks the doblo is cargo van

If the MIL comes on, it means a fault has been detected in the system and you need a scan to retrieve the trouble code and proceed from there.
