Dodge caravan won't start/turn over/no clicking, lights work, radio doesn't. Tried jump starting - still nothing. Hooked up to code reader, showed no codes but tries to start while hooked up to reader, nothing when reader is unplugged

Use a digital multimeter, make sure the battery has a full charge. The generic spec for a full charge is around 12.6 volts. How cold is it in your region, do you use a block heater?

Turn on the headlamps, turn key to crank, any reaction from the lights? Do they stay bright go out, anything? I don't know what the deal is with your code reader?
