What causes a high idle on a 2002 Chevy Malibu?

After driving on the highway for an hour or so the cars rpm's stay at 2000+. When I try to bring the car to a stop it will not decelerate stays idling at 2000 rpm's have to turn it off in gear and restart to some times fix the problem.

This sounds like you are having an issue with the IAC valve which I would replace here is a guide to help you with diagrams below to help you see what it will be like for your car.
