The 10 amp pcm/crank fuse blows when starting engine.

I have a 02 Impala 3.8. Sometimes car will start before the fuse blows and sometimes it wont. What could cause this. Only blows when starter is engaged

The starter control circuit from the ignition switch to the starter motor is shorted to ground-

Start between the ignition switch and P/N switch
