2001 Volkswagen Polo dash board

My car makes a weird sound all the time. And all the lights on the dashboard goes on and off all the time. Had it at an electrician. He suggested we replace the instrument panel which will cost R9500 and I don't have that kind of money. Any suggestions please

Where is the weird sound coming from; inside of the vehicle or from under the hood/bonnet?

Check the instrument panel fuse to be sure it is not loose.
Also, have the charging system checked.

Your car should have a switch that is used to dim or brighten the dash lights. Use that switch to dim and brighten them a few time to see if they go completly out or flicker as you've described. Could be a matter of a faulty switch.

Bad chassis ground. Splice a ground from battery negative cable clamp to a clean body panel in the engine bay.
