I have a 2001 camry 4cyl engine. Codes p0401 and p0402, replaced egr valve, egr modulator, vsv, and cleaned the egr tube, no vacuum leaks, replaced the ecm. So what next?

Replaced ecm? Did you have it flashed?
You have replaced many parts that did not need to be repaired. There is a egr pressure sensor that be the only fault. A shop with a scan tool can verify by watching the readings when the valve works.

Did they replace the parts? Flashing is mandatory when replacing the pcm. It is like installing an operating system in your computer. Without it, the computer has no direction.

Yes, and when I got it back I still have the same problem. Don't want to keep spending money by just throwing parts at it. Please help!

First of all, if you paid the dealer to repair it and it did not work, take it back and make them fix it giving you credit for what you have replaced. Thats why you pay for a diag. If they are wrong, it is on them, not you. Otherwise, go to another repair shop.
I still think the dpfe is bad.
