The headlights come on any time the ignition switch is on even when the light switch is in the off position. Are they supposed to do this or do I have an electrical problem or possibly the light switch is malfunctioning

Make sure the switch on top of the steering column is in the off position first. You may have a relay sticking causing the lights to stay on. Switch the headlight relays with another relay to see if the problem persists.
