New battery car doesn't start. Battery sparks when connecting cables. What should I check to start car?

Had to put in new fuse box a few years ago. The starter fuse connector burned out and for the last year the car has been sitting. Put a new battery in to start the car and it just clicks

Double check battery and starter motor connections if okay-Do this engage the starter motor manually and see if it cranks engine over-let me know-

You have a short circuit-check if the battery positive cable is shorted to ground and also the fusible link/s wires, also at the alternator battery wire-
