When iM driving, and have to stop the car begin.

When im driving, and have to stop the car begin to do if they want to turn off. But not turn off.
When I stop, the sound of the car rises. If I put the car in N (automatic transmition) The sound rises and the RMP go to 2.3. When im driving im drive till 60 mk p/h and the RMP is at 2. And when I stop the car put it in N the sound rises. Can you please tell me whats the problem? Thank you

Your question is rather confusing and I hope I understand it correctly.

Idling speed is too high and it could be a fault with the ISC (IAC). Is the Malfunction Indicator Light showing?
