What you are saying makes sense. Other than a wiring issue, it leads me back to the ecm.

Alright when you unhook the coolant temp sensor that puts the ecm in default mode which would run the fan on high speed. But that also proves the ecm knows to go to default mode and that the high speed driver for the fan in the ecm works. Also you said the fan comes on at low speed as well?If thats true then we know the ecm knows to do that and the low speed driver in the ecm works also as well as the relays and fans. That is why I was asking about getting a scan tool that reads live data to see how the ecm reads and interputs the actual coolant temp. Also a temp gun would help to compare the actual temp verus what the ecm is actually reading. Are you postive you got the correct temp sensor from the parts store because thats another possibility.

So now we can say the ECM working 100? Is there any possibility to have a bad IC on the ECM board causing this issue?
To be honest regarding to coolant sensor In the first time I bring a used one and it wasn t work and they told me no this is crazy you cant use a used part so I bring a new one from Mitsubishi branch here
We had a doubt as my car designed for Arab gulf area maybe it need parts designed for this area as well and I ordered one from there, with no luck
The most important question : is there any another sensor control the fan speed, as I changed the coolant sensor and it seems my car computer working fine and the fans controller and it seems also the wire is ok, so maybe there is another sensor should tell the computer yes I have reached a high Temp. ( And this have not done )

Iam not saying you computer is for sure not a problem as far as the fan turning it on different speeds and temps. Your coolant temp sensor tells the computer what temp it is and from that temp the computer decides to run low or high speed based on temp. Thats why I said a infared temp with a scan tool. That can read live data will tell us what the computer sees compared to actual coolant temp. Also we can see if its just not seeing the correct temp to run high speed fan or its just not turning it on. Then we can see if its sending out the relay turn on for high speed when it should or not. Otherwise we can only guess and wonder as to why its not working. Also the low speed will come on while it runs and warms up correct?

as the Mitsubishi here dont know anything, when I went to them they told me you have to change the engine !
They didnt see the car fans are working on low speed
i dont know how I can send a complain to Japan : (

Alright iam wrong how the fans operate you actually have three speeds low medium and high and its based on vehicle speed coolant temperture and a/c operation request on which speed it will run. So lets get back to what is actually wrong with your car or fan?Does the engine overheat?

Yes it is
and when it overheating you can open raditor cap without any risk, you will not burned by the coolant, and they told me this means you done have any issue with engine, correct?

Yes engine is over heating and you can safley remove the raditor cap as coolant water will not burn you and as Tech. Man he told me this can tell us you dont have any issue in the engine

Are both upper and lower radiator hoses getting really hot?If not I would replace the thermostat.
