Timing belt replacement

2001 Diamante with a 3.5 sohc. I have replaced the timing belt water pump and allthe pulleys etc. When I started the motor was quite noisy but settled down after a couple of minutes. This might be due to the fact that I am disabled and can only work for an hour or so and then have to quit due to nerve and abck pain. The car has not been started for about 3 weeks so that might expalin the noise from the lifters. The motor starte right away but the rpm s go up to about 1700 and it should be 700. Aslo I hooked and old timing light up and it appears that the timing is about 30 degrees BTDC instead of the 5 degrees needed. I check alll the timing marks on the cams and the crank and they seem to be lined up. The only thing that I see is blue paint on the cams and the v notches on the valve covers to line up with on top and on the bottom the little dot on the crank pulley with the mark on the oil pump housing. There is also some blue paint or lines on the heads that look like they maybe used for timing purposes.

Here is the correct way it shold be timed. Don't pay attention to a timing light any longer as they don't control much and your car may be at advance anyhow. Check for a vacuum leak and clean throttleplate with choke cleaner on both sides.
