Head gasket was shaved down, replaced head gasket, intake gasket, spark plugs, water pump, thermostat, and the timing is set properly. The gas lines are not hooked up and we have no idea why gas is still getting in the head, is the engine screwed now?

Why are the fuel lines not hooked up? Did you do a compression test?

Initially they were hooked up but my dad unhooked them to see if the gas was still getting in the cylinder head, I am unsure if he did a compression test or not

You need to verify compression, spark and fuel delivery. You need all 3 to run.
