I am having all kinds of instrument cluster problems

Codes P1686 & P1687 Dealer has stated replaced PCM and BCM Have SKIM illuminated and gauges go on and off low fuel warning and check gauges engine light no codes on generic scan tool. / Instrument cluster tach and odometer intermittent not recording mileage. Fuel gauge off other gauges on Tach drops or holds even if throttle position is changed.

SYMPTOM
P1686-NO SKIM BUS MESSAGE RECEIVED

WHEN MONITORED
With the ignition ON.

SET CONDITION
The PCM does not receive a Bus message from the SKIM when expected.

POSSIBLE CAUSES
SKIM/PCM
Intermittent condition
Loss of skim communication
PCI bus circuit open from PCM to SKIM

I would get another opinion on this. The failure to communicate could be the skim itself or wiring. It needs to be verifed before coming to any conclusions. I see not tsb on this issue.
Make sure the shop is familiar with these types of repairs.
