Engine tachometer climbs to 2000 main relay clicks RPM drop

2001 honda civic Start the engine tachometer climbs to 2000 approx main relay clicks rpm drops, climbs again click and drops, does this for approx 1 minute then engine goes into safe mode and idles tachometer just shuts off. This has occurred since I swapped out engine and have experienced this problem since start up. Checked ground and sensor connections alternator is operating.

There is no communication with the reader tried that. Since I swapped out the engine does the PCM need to be sync'd to the new engine?
