No running lights or instrument illumination lights

This has been a slow decline.
First: the taillights and instrument illumination lights (not all dash lights) went out. I replaced fuse passenger side 10 "small lights" the running and instrument illumination lights came back on but would not go off with the main light switch anymore. I had to keep pulling and placing the fuse.
Next: Before I could do much research on what might be the cause of that, the fuse starts blowing, every time I put a new one it, it instantly blows. That was a couple of days ago, keeping in mind the dash light, brake lights, and turn signal lights continued to work:
Latest: Now the power windows are not working. Checked all fuses related to the power windows none were blown, do not have a helper so not sure about the relay yet. I cannot say these are related, do not know, but it is making me pull the remnants of hair I still have out.

Addendum: The fuse that, up to now, has made the running lights and instrument cluster illumination work (and now blows instantly) is 11, not 10, passenger side, labeled interior and courtesy lights, which oddly enough actually seem to come on even with the fuse pulled.

Second, I pulled the wiper fuse (driver's side 12), it was not blown. I put it back in, and the windows went back up! But now they will not move again, and the moon-roof is also not working. Closed, luckily, but not working. And that fuse, passenger side 1, is not blown.
