2001 GMC Other air conditioning

My air conditioning blows warm at idle and seems to work fine at higher speeds compressor was replaced last year system was flushed out. This season I replaced the receiver drier and cut off switch the low side pressure was around 90 psi low side and 195 high side the compressor is a Zexel dks15ch I'm thinking either the rcv valve or expansion valve the ac fan works if you jump the high pressure switch but I haven't seen it come on when the clutch engages not sure if it should or not. Switched around some relays to see if things would change but no change any suggestions will be appreciated.

Check belt tension first belt and tensioner should be replaced at 60,000 mi. Then have it performance tested. But not cooling at idle may be normal if fans' aren't coming on etc. They should work when a/c is on as well.
