2001 Ford Ranger Will Start Run Short Period Primed Times Longer Wont Out Prime

ranger will start and run short period if primed some times longer but wont start with out prime. fuel pressure good. have checked security system good. what is initial timing to be set at. had to replace CMP and have not got straight answer from anyone, who seems to know there stuff. have been told 10 deg. BTDC.
