2001 Ford Fiesta surging

Did cyl head recon. Installed head nd other parts. Engine starts up easily but revs at a 1000 revs then shoots up to 2000+ at about 4 second intervilles. Does it all the time

Try cleaning throttle plate on both sides and iac hole, check for a vacuum leak then drive above 40 mph for about a mile see if it fixs it. Also make sure all grommets and duct work is connected.
