VEHICLE POWER QUESTION

I have a very peculiar question. My father-in-law was a former mechanic. And he told me that when a vehicle is running, the battery is what's powering the vehicle. When the battery charge drops to a certain level, the alternator begins charging the battery until it's full. Is this true?
