Engine is not starting when it is cold

When I try to start cold engine it acts like no fuel is getting to engine. If I turn the ignition on part way 2 times then it will start. If I leave the truck for 30-60 minutes I have to do the above process over. Does this sound like a fuel pump problem?

Could be if you check the fuel pressure with a gauge if its within specs

It could be. Grab a manual for you truck, get fuel pressure spec, rent tester at Autozone, can be pump, regulator, or the filter.
