2001 Chrysler PT Cruiser engine runs cold

Sounds odd, yes I changed thermostat, and temp sencer. The car wont get hot enough to run obd2 monatures. But the actual temp of car is higher than the temp on my scanner by 30 to 40 degrees. Tested by my lazer temp tool tested at the radiator hose, thermostat, and lower radiator hose. Guadge runs in cold or 1/4 temp even after a hour. Let idel for 10 min with no fan, test temp with tool, 215 degrees. Inside guadge and computer temp 174degrees. Turn on a/c to turn on fan at idel temp drops to 140 degrees on guadge and computer. Actual temp. 189 degrees on lazer temp tool. I put two temp sencors one parts store, one from dealer same problem

Clean ground to engine the coolant temp tcm, knock sensor and speed senor and speed senor all ground on that circuit

Does the computer read the temp sencor resistance or a moduel. Maybe flash the computer. Fans will only work on a/c if they dont get request. From temp above 220 degrees.

Cleaned all the grounds already. Maybe missed that one. Where is it located? I thought at strut towers. Anc both are cleaned well

The computer reads the temp sensor, the gound is on left side of engine. Might be stud on trans
