Air only comes out of vents when selected either heater or defrost unless you manually close vents then you get alittle know control head has vacuum because max a/c works after I fixed leak at T near drivers front fender blend door also works can defroster door be opened manually or is the control head?

Don't assume that just because the recirc door works that you have sufficient vacuum. I would actually put a vacuum gauge on it and compare the reading with direct manifold vacuum. I would also check to determine if the defrost actuator is actually capable of holding vacuum.
