Temp needle goes to 95

I traveled just 3km in traffic and temp needle goes to 95 and when I turn engine off. And only on ignition key radiator fan starts and temp increase to 100. Wt shall I do?

Radiator fan start when engine of after 3km, wait til fan stops r switch of key. To stop fan?

Engine normally heats up before cooling off. How long does it take for the fans to turn off?

The temperature gauge approach almost 100 degrees when I drive in a traffic or 140 to 160 km/h for 10 min. Replaced tension, timing belt, thermostat water pump and put in new antifreeze?
