Wont start, intake manifold seems to be blowing air out instead of sucking it in. What can be the problem?

I have a 2000 Lincoln LS (V8) that just refused to start one day. I have had a guy look at it and he tested the fuel pump relay switch and found out it was bad. So I replaced that. But he was still still stumped so he tested some other things and this is what he found out;
Check Engine light is on
Cams are turning
There is no intake vacuum (it seemed to be blowing air out instead of sucking in)
Fuel pressure fluctuates between 25 and 40 pounds
He reset the ECU
Has a brand new battery with secure connections.

He said maybe the timing is off or something, but isnt sure. He is saying if its the timing chain that I may just be better off getting an used engine. CANT AFFORD THAT. Any help or suggestions would be great.

First step is read codes and post them second step, do a compression test and post result do dry and wet test record readings. Pull fuel pump relay first. Do you have spark?

Sad that I still have this car sitting in the garage. I have had several people come out to read codes on the car and each time they could not get any. I will follow your advice and have someone do a compression test and pull the relay. If you mean by "spark" does it crank? Yes.

Spark at the plug wires.

With backpressure this high, look for plugged exhaust and bat catalytic converter(s).
