2000 Kia Pride Gas Pedal

My Gas suddenly became stiff. When I step on it its hard to step on. But if you step on it really hard the gas will just rev so much so I can't quite control the gas flow I have tried adjusting the cable I have looked at the gas pedal and I have put WD-40 on the Gas cable and the cable housing I wonder what is the problem to make it soft like a new gas pedal of a car?

Disconnect the throttle cable at the throttle body, with engine turned off, you should be able to open and close the throttle valve freely and easily, if not the problem is here, if it moves freely and easily the problem is with the cable binding up, and it should be replaced if this is the case.
