Can you upload a picture of it? The only dial I can find a reference to is an analogue clock.

OOOHHHHHH! Dash illumination adjustment. Clockwise makes brighter, counterclockwise makes dimmer. Works at night to make the dashboard illuminating lights brighter or dimmer.
