I would expect that car to already be equipped with a seat belt warning device.

It is, there is a electrical connector also under drivers seat. I don't know how the circuit works. Could you please give me some diagram.

It's simply wired for a feature your car isn't equipped with. It could be a seat sensor, seat heater or power seat.

I gave you a wiring diagram with all the wire colors for the seat belts. You can look for those wires and see what they connect to.
