Did you just do a visual check on the fuse? If so it can still be faulty, check continuity or fit a new fuse and see if that was the problem, if not post back for more assistance

Have you checked for power at the fuse? If no do this and if no power there let me know, if power at the fuse you will have to start testing the circuit from the fuse up to the radio and clock.

You need a test light, they are very cheep to buy, one end is a clip that you attach to the metal of the car body or a good earth and the other is a probe that when you touch a power source it will light up and indicate power. I have added a pic of a test light so you know what they look like.

Pull the radio and the clock and test for power at the units, if no power work back to the fuse box.

I just bought the car so it came with this problem but I just pulled out the radio it had a blown fuse and wasnt even connected and none of the connectors fit it I think it may have been taken from another car and just slipped in there but would this explain the lighter and clock not working

The radio and clock often use a common fuse, you will have to start with the radio as if they have not wired it correctly it may affect the radio, I would disconnect the radio and see if the clock comes on line.
