454 with hydro vac brake system brakes and steering working poorly fluid is topped up. Is there a accumulator that has failed im not real familular with this system any advice appreciated

The hyrovac will have to be replaced. My guess is you never changed the fluid in the power steering.

Replace the pump, hyrovac and completely flush the system so the new parts dont fail
