Winstar 2000 overhead

2000 winstar with 3.8l and 150000 miles. It, s overheating when with the a/c on for a while, if you turn it on it, s star to cool down. It have new radiator, new hose, new thermostat and coolant. Aparently but fan are working. The car only overhead on idle.

Power it direct from the battery if it comes on-test the fan relay and coolant temperature sensor both okay-have the computer controlled circuit of the fan relay checked out-
