2000 Ford Mustang alternator

Can the voltage regulator work intermittently I was driving the car when suddenly all my instrumentation went to zero oil pressure, temp fuel alternator tach speedometer and just as suddenly came back it did it again and the engine started running rough and stalled out.I tried to restart but it was as if the battery was low, it just We jump started it and it started up right off I checked the voltage at my battery with it running and voltage is good, I checked it at the alternator it varies up and down

It should vary at the alternator a little. Yes, a regulator can have problems intermittently. This is usually leading up to complete failure.
