I have a 2000 F250 Super Duty two wheel drive. I have both rear wheels lifted off the ground to check the brakes. It seemed like the left brake was sticking so I put the transmission in neutral. I started the engine and the rear wheels began to turn under the engine's power. Should the wheel's turn with the engine when in neutral?

They may just from the motion inside the trans. If it is under power, no. Put it in park and make sure there is no power to the rear wheels.

This is perfectly normal; the term for this is neutral drag.
