Why does my 2000 ford explorer eddie bauer edition, abs light stay on? Can worn pads cause this?

Worn pads would not cause that. An error has been detected in the ABS systm and it could be a faulty sensor, wiring circuits or a faulty control unit.

You need a scan to retrieve the trouble code to understand what is wrong and proceed from there.

Nowadays without a scan tool it is not possible to perform diagnostics and repairs for many systems and is something unavoidable.
