What are the compression readings, do them wet and dry, a wet test is with about a couple of tea spoons of oil in the cylinder, what this does is it will seal up the rings for the test, if any comp was low on the dry test and it comes up wet, there will be a valve problem to look at.

If the Crown Vic had jumped timing, you would m=know it because a valve would be through a piston.
