2000 Dodge Neon Car is over revving

It over revs but when I stop the car it stays reving at 1500 rpms when driveing revs to 4000 if not more I change the iac valve what could it be

When I unplugged the tps it revs higher

Is the transmission changing gears? Is the trans slipping? As far as the idle issue, have you checked for vacuum leaks?
